Our Mission

Pursuant to Section 1545.09 of the Ohio Revised Code, the Stark County Park District Board of Park Commissioners, at its regular meeting held on Tuesday, January 6, 2026, adopted the updated Constitution and By-Laws of the Stark County Park District, Board of Park Commissioners via Resolution #26-01-007. The Constitution and By-Laws shall take effect on February 10^th, 2026.

Board of Commissioners

The Stark County Park District is an independent political subdivision created and governed by Section 1545 of the Ohio Revised Code. A volunteer five-member Park Commission is appointed by the Probate Court and governs the Park District. Board Members

Dr. Jennifer Clevinger

Professor of Biology & Co-Director of the Honors Program at Walsh University. Teaches biology, botany, ecology, and conservation. For nearly 20 years, she’s involved students in projects with Stark Parks, including prairie restoration and research internships. Dr. Clevinger has a Ph.D. in Botany from the University of Texas and is a member of several botanical societies. She is an active community volunteer and scoutmaster. Dr. Clevinger resides in Hartville with her husband and three children.

Susan Clark Chaddock

Attorney at Clark, Clark & Chaddock in Minerva since 1997. Received her JD from Capital University Law School. Clark Chaddock is active in nonprofit leadership including Minerva Chamber of Commerce (Past President), Minerva Education Foundation (Treasurer), and others.
Susan Lives on a small farm in Paris Township with her husband, Joe and has four grown children active in 4-H.

Katie Cerrone

Professor of Mathematics & General Education Coordinator at the University of Akron. Research focuses on first-generation students and STEM diversity.
Cerrone is the former president of the Ohio section of the Mathematical Association of America. She serves on boards including United Way and TomTod Ideas. A Canton native, Katie resides with husband and two sons who enjoy Stark Parks trails.

Ralph Dublikar

Managing Partner at Baker, Dublikar, Beck, Wiley & Mathews with over 45 years in civil litigation. Former President of the Stark County Bar Association Dublikar is the past chair of the St. Thomas Aquinas High School Board and former assistant baseball coach. He is active in regional civic and legal organizations. Ralph lives in Stark County with wife, Nancy and has four children and thirteen grandchildren.

David Regula

VP of Customer Experience at Akron-Canton Airport since 2004. Regula has been recognized with three World Class Customer Service Awards and is also a licensed real estate broker and auctioneer. David received his BA in Political Science from Mount Union. Regula lives near Navarre on a 140-acre farm with his wife and two daughters, raising Polled Hereford cattle.

Executive Director, Daniel Moeglin

Dan Moeglin has served as the Executive Director of the Stark County Park District since 2022. He spent 17 years as the former Canton City Engineer and has experience in public works and environmental stewardship. Moeglin is an advocate for accessibility and inclusion and a recipient of the Buckeye Award from Paralyzed Veterans of America. Dan holds dual degrees in Civil Engineering and Building Construction Management from Michigan State. He lives in Canton with his wife, Dawn.
